Description/Job Summary

SBD is looking for a Director of Contracts with hands on experience in the Federal Contracting and procurement environments. The selected candidate will be able to support, and lead activities related to contract start-up, execution, and closeout from a management and financial perspective in support of the Delivery Teams. This position requires attention to detail that will allow for sharing of knowledge across verticals and necessitates Interacting regularly with program teams, corporate operations, senior and executive management, and customer Contracting Officers.

Responsibilities Include:

  • Responsible for the administration and negotiation of Teaming Agreements, Non-Disclosure Agreements, Memorandums of Understanding, Subcontracts, and Contract Modifications;
  • Independently leads or provides support in the development, negotiations, and review of contracting agreements with the government or partners (Prime and Sub) consistent with company standards;
  • Prepares formal contract correspondence and ensures compliance with contractual terms and conditions, as well as, internal management objectives of existing and new business activities;
  • Reviews and assists in the analysis of complex contracts/solicitations to identify business risks, findings, and recommendations to include price, and management;
  • Applies contracting best practices and policies to ensure they align to corporate standard processes to improve business flow and delivery;
  • Participates and assists in contract performance review and compliance with government and internal reviews;
  • Maintains contract files for compliance in accordance with company policies;
  • Serves as a point of contact for internal departments concerning specific contract questions, issues, and problems;
  • All other tasks as assigned by management.

Required Qualifications

  • Must be a US Citizen with a Bachelor’s Degree and 4+ years of applicable experience. 4 years of additional experience in lieu of a Bachelor’s Degree is acceptable.  
  • Must have in-depth experience in pricing build-up process for procurement process response and modifications.
  • Must have advanced knowledge of FAR/DFARS, GSA Federal Schedules, and government acquisition regulations.
  • Must have in-depth experience conducting contracts negotiations with government and contracting partners.
  • Must have a comprehensive understanding and experience with the Government subcontracting lifecycle; to include, selection, evaluation, award, and close out of subcontracts.
  • Must have an understanding of the proposal process and the ability to analyze and compare to the government procurement process for technical, management, and pricing.
  • Must have in-depth working experience with the federal acquisition lifecycle process; to include market research, request for information (RFI), Sources Sought Notice (SSN), Request for Quote (RFQ), Request for Proposal (RFP), and contracting policies.
  • Must have in-depth knowledge of federal procurement and contracts pricing; to include Government Wide Acquisition Contracts (GWAC), Indefinite Quantity Indefinite Delivery (IDIQ), Basic Purchase Agreement (BPA), Multiple Award Contracts (MAC), Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFP-LOE), Time and Material (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
  • Must have experience managing GSA Schedules.
  • Must have experience negotiating NDAs, Teaming Agreement, and Subcontracts.
  • Financial and pricing capability is a must.
  • Must have experience with Government based accounting/reporting systems; such as Deltek.
  • Proficiency in Microsoft Office 365; Excel, PowerPoint, and Word required.
  • Briefing and Presentation experience a must.
  • Certified Federal Contracts Manager (CFCM) a plus.
  • Certified Professional Contracts Manager (CPCM) a plus.
  • CPSR experience a plus.
  • QMS standards experience (ISO, CMMI) a plus.
  • Must have the ability to multi-task based on fluctuating priorities and requirements.
  • Must have the ability to mentor staff in a team to expand knowledge of the team so that productivity is increased, and efficiencies are achieved.
  • Must have the leadership skills and drive to stay up to date with industry changes in order to assist in planning and positioning for overall corporate success.
  • Must have strong negotiation skills.
  • Must have excellent written and verbal communication skills.
  • Demonstrated organizational and problem-solving abilities under tight deadlines are also essential.
